Remediation

The removal of pollution or contaminants from environmental media can be a daunting task, especially considering the numerous state and federal regulatory requirements which exist. Working side-by-side with our clients, EPS provides remediation program management and field services to investigate contaminated properties, identify potential environmental liabilities and expedite the cleanup, transfer, and reuse of these properties.

Regulatory Program

For sites or facilities which have been tested and determined to be impacted with chemicals or constituents which are regulated under state or federal programs, EPS can provide innovative environmental solutions based on your needs. Cleanup requirements are typically driven by the following regulations:

  • CERCLA
  • RCRA
  • State Superfund or voluntary cleanup programs

CERCLA
The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, were enacted by Congress on December 11, 1980. EPS works extensively in the CERCLA regulatory program with potentially responsible parties (PRPs) which could include current owners or operators of the site, previous owners or operators at the time of the disposal activities, all facilities that provided waste for disposal at the site, and all transporters that delivered waste to the site.

EPS follows the CERCLA process by characterizing the site, preparing a human health and ecological risk assessment, preparing the remedial investigation/feasibility study (RI/FS), and performing remedial design, construction and cleanup.

We have provided clients with reliable, cost-effective, and innovative solutions for a wide range of CERCLA projects. The EPS hydrogeologic staff applies numerical models to evaluate and assess the design of cost-effective remediation techniques. Site-specific, physically-based analyses are completed to plan, evaluate, and optimize remediation system designs.

We utilize site data to develop and advocate cost-saving options that are consistent with our client's remediation goals, while meeting or exceeding the standards of practice. Our hydro geologists and engineers have the experience and understanding to identify and mitigate site contamination challenges, while working with multiple stakeholders in sensitive situations. We have successfully negotiated innovative solutions and defended client positions during regulatory review.

RCRA
RCRA gave EPA the authority to control hazardous waste from the "cradle-to-grave." EPS assists its clients with the generation, transportation, treatment, storage, and disposal of hazardous waste. RCRA also set forth a framework for the management of non-hazardous wastes. The 1986 amendments to RCRA enabled EPA to address environmental problems that could result from underground tanks storing petroleum and other hazardous substances.

Our staff has an in-depth understanding of the federal and state hazardous waste regulations. We have been successful in assisting industry in obtaining favorable rulings that impact their overall hazardous waste management programs and their bottom line. We have worked with very simple small quantity generators to large, complex National Priorities List (NPL) sites. RCRA-related services provided by EPS include:

State Programs
State programs and requirements vary by state. Most if not all of these programs require (1) assessment and delineation of contamination, (2) establishment of cleanup standards, (3) remediation of the impacted areas that exceed cleanup standards, and (4) a report certifying that cleanup has been accomplished. EPS has performed many assessments and cleanups under state programs. Our expertise and experience allows us to provide efficient, cost-effective solutions to our clients remediation needs.
