Air Quality Permitting and Compliance for a Major Airline
EPS has provided air quality permitting and compliance support for a major U.S. airline. This scope of work has included preparing construction permit and operating permit renewal applications for the airline’s aircraft maintenance facilities and headquarters operations. In addition to these permit applications, EPS has prepared and reviewed numerous regulatory submittals throughout the year for the airline. These include the semiannual excess emissions, exceedances, and excursions reports, annual Title V compliance certifications, and semiannual NESHAP compliance reports.
EPS has conducted impact assessments and implemented compliance programs for new regulations, including the Miscellaneous Metal Parts and Products, Plastic Parts and Products, Organic Liquids Distribution, Reciprocating Internal Combustion Engine, Site Remediation, and Boilers and Process Heaters NESHAPs. EPS provides ongoing support for the airline’s air quality compliance recordkeeping systems, including compliance documentation for the Aerospace Manufacturing and Rework NESHAP and support for the development of a new environmental management information system (EMIS).
Recently, EPS assisted the airline with submitting comments on the Halogenated Solvent Cleaning NESHAP residual risk amendments. Based on these comments as well as comments from other aerospace facilities, EPA determined that no additional control was required for the aerospace industry and included an exemption in the final rule that will save the airline over one million dollars in capital costs.
