Spill Prevention Control & Countermeasure (SPCC) Plan and Facility Response Plan (FRP) for Asphalt Refinery
EPS prepared an SPCC Plan and FRP for a large asphalt refinery in Georgia. The purpose of the SPCC plan was to identify and document spill prevention measures and notification procedures, establish response responsibility, and detail actions to be taken in the event of an oil spill. The plan’s content and organization was intended to (1) provide useful information and procedural guidance to plant personnel, and (2) to demonstrate compliance with Federal SPCC regulations and guidelines. The purpose of the FRP was to provide facility information pertaining to bulk oil storage and to establish spill prevention measures, notification and emergency response procedures, detail actions to be taken in the event of a catastrophic oil spill, and an estimation of the worst-case discharge to a navigable waterway. The FRP also included the establishment of mock emergency drills that involved the community including the fire and police departments, and the mayor’s office.
EPS engineers provide continuing support to the facility to ensure compliance with SPCC and FRP regulations. This support includes frequent site visits to assist in tank and containment inspections, identification of potential spill areas and scenarios, and revisions to the plan as needed to address facility modifications.
